From this turn on, roll 1d10 for the completion of C. 1 Toplerpashin, the pre-dreadnought battleship: 8+ it is completed, and it would be delivered by the Jackewlinese navy yard in the following turn.

The arms race prompts the Republic's Government to add emergency funds to the naval budget, and redirect work force to complete the C. 1. Toplerpashin. However, the general consensus does not change and the -1 budget penalty still applies.
The Klagimir Government officially protests at Jackewline, but they shrug it off saying that the colonies are sovereign and have their own foreign policy.

A single 18.000t dreadnought can fight it out with multiple enemy pre-dreads, especially with support from the fleet battleships and armored cruisers.
